Russell allegedly shot and killed Wise, also a Camden resident, near the Crestbury Apartments on Jan. 10, 2012. Police responded to the scene just before 10 p.m. after receiving a 911 call about shots fired in the unit block of Hemlock Walk. Wise was found at the scene suffering from a gunshot wound, authorities said.

According to the prosecutor's office, Russell also burned a vehicle "believed to have been used in the homicide."

Russell is also charged with aggravated arson, possession of a weapon for unlawful purpose, unlawful possession of a weapon and certain persons not to have weapons.
