Michael Lockett, of Fort Lauderdale, Florida, was issued citations for failure to stop, careless driving and operating a handheld device while operating a motor vehicle, according to Elk Police Lt. Walt Garrison.

Garrison could not provide additional information on what type of device the driver was using.

Lockett was traveling west on West Hardingville Road when the trolley, owned by Great American Trolley Company of North Cape May, collided with a car traveling south on Elk Road around 12:30 p.m.

The driver of the car had the right of way at the intersection, police said at the time.

Lockett told investigators that the trolley suffered a mechanical issue prior to the crash, but authorities had no confirmation of that claim as of Tuesday.

"We don't have any finding of mechanical problems right now," Garrison said. "That's yet to be determined."

The trolley and its 20 passengers were on a tour of South Jersey vineyards at the time of the crash. One trolley passenger and the two occupants of the car were transported for treatment of minor injuries.

A spokesman for the Two Bridges Wine Trail Holiday Trolley Tour said previously that those on the tour were refunded their registration fees. Jake Buganski, executive director of Visit South Jersey, also said the organization was investigating what happened.
